Celestials keep track of multiple news and data sources, and then analyzes that information for ways the recent past could be changed to make things better[1]. They send those objectives back in time, and it is their job to effect those changes, usually by recruiting Agents.
Celestials are more like to follow orders that they find objectionable, but don't hold grudges.
