On the 10th December, 1948, the United Nations General Assembly passed Resolution 217 at its third session> accepting The Universal Declaration of Human Rights; article 15 of which declares, "Everyone has the right to a nationality.". This recognition by the United Nations of the right of the stateless people to establish their own nationality is irrevocable.
This right is the natural right of the stateless people to be masters of their own fate, like all other nations, in their own sovereign Government.
ACCORDINGLY WE, THE ORDER OF HER NOODLY APPENDAGE AND THE UNDERSIGNED REPRESENTATIVES OF THE GLOBAL STATELESS COMMUNITY, ARE HERE ASSEMBLED BY VIRTUE OF OUR NATURAL RIGHTS AND ON THE STRENGTH OF THE RESOLUTION OF THE UNITED NATIONS GENERAL ASSEMBLY, HEREBY DECLARE THE ESTABLISHMENT OF THE STATELESS STATE[1], TO BE KNOWN AS MUKOKUSEKISTAN.
MLK jr. said "If integration is to be a reality, the Negro will have to take the primary responsibility. All groups must work together, but the Negro himself must primary responsibility." Why? because Negro brunt of segregation^1 had least the excuses of ignorance and "It's not my problem." Likewise Stateless persons bear the brunt of human rights violations, so Stateless Persons have the primary responsibility to protect them.
We[1] hold it as the most sacred of the reciprocal rights and duties between a State and an individual, that bond them together as lord and vassal, The Duty to protect the human rights of everyone and right to protect the human rights of anyone.
We don't demand our own state as compensation for pass injustices committed against us, which we have every right to, or claim it as our right on historical grounds, which could be argued; We seek, based on the principle of Kirat Karo, to earn it by doing the job no one else in the international community is willing to do despite the UN begging, ever so politely, for the member states to do. Give everyone person a Nationality and become the last line of defense for everyone's human rights.

The military of Mukokusekistan should be based on and always uphold the following principles:

Sixth "one should be a blend of Saint and Soldier; this is a complete person." If you are not a Soldier your sainthood will be kicked around. Seventh, Not using violent is not nonviolence if it is your only optioned. It is only nonviolence when you CHOOSE to not use violence not FORCED to not use violence. We are not unarmed protection forces, we should be always armed to the the extent to needed to fight the armed forces that we are fighting non violently.
The Head of the Military of Mukokusekistan should be The Order of Her Noodly Appendage, which will make of the Standing Army, and to which should always heed the advice of Mukokusekistan's Civilian Government. TOoHNA in turn is headed by Sri Guru Granth Sahib who is the highest position of leadership over all our[1] armed forces. TOoHNA should accept everyone who communicates their sincere commitment to up hold the Human rights of all people, without discrimination for any reason and live, to the best of their ability, the before mentioned principles of TOoHNA
Any member[14] of TOoHNA should heed any advice giver to them[14] by any member of the Civilian Government of Mukokusekistan that serves as a Legitimacy representative of it's Natural Persons(Such as the Captains of Ships(the system of representation based on mutual aid groups), or the Commandants of Orders(the system of representation based on political affiliation) or Kings(the system of representation based on territorial location))
Mukokusekistan shall not let any entity of that The Order of Her Noodly Appendage to use its[1] authority or name to commit acts of violence. not withstanding Mukokusekistan will not violate the right of people to use violence when their conscious demands it or when all peaceful means have failed.
The militia forces of Mukokusekistan should be known as "The LayNavy" and should include everyone[12] that has decided that they[12], to retain their dignity, (they[12] must sometimes refuse to live life at any cost and to take up the cause of being ready to act not only for her/himself[12] but for others as well where injustice and oppression are involved). Anyone that makes those two two decisions should be considered a full member of the LayNavy and enjoy full rights and privileges of officially registered members. It is up to the individual entity that is giving the right or privilege to decide if someone[12] who hasn't been issued a Military ID by Mukokusekistan if they[12] have made the decisions. If they[12] currently committed to up being a upstander and letting no injustice or oppression they come across go unchallenged, they[12] should be considers on Active Duty. if they[12] have and not living by principles of "refusing to live life at any cost" and/or "being ready to act not only for her/himself[12] but for others as well where injustice and oppression are involved." they[12] should be considered retired members.
Since some say a Nation needs territory to claim statehood. We claim(on the historic grounds of the University of Peace violating the humans rights of Radio for Peace International (which being the suprime earthly authority on its property, only under god)(the host country of Costa Rica citing law 6754 of justification of abandoning it's duty to protect human rights within its boarders.)) the land that is de facto Terra nullius that the Univerity of Peace sits
It's Offical spelling shall be 無国籍ਸਾਨੀ with the local spelling(s) writing under(or in cases of languages with traditions like Japanese's Furigana, over it) it or if used internationally "MUKOKUSEKISTAN"
It is preferred the the annotation spelling not extend pass the start or end of the preferred spelling not legibility should not be sacrificed for this preference
This official Chinese spelling is 無国籍国 when used to annotate complete 無国籍国 should be used not just the extra 国 on the ਸਾਨੀ
It is in poor taste to refer to Mukokusekistan or it's Citizens as 'Hufflepuff' or 'Hufflepuffs' though it shouldn't be consider a derogatory term unless the term is derogatory when used for House Hufflepuff. Likewise with the name of House Hufflepuff in over languages.
